State Representatives Fred Kessler and Spencer Black announced Tuesday that they plan to introduce a proposed constitutional amendment reforming the process of redrawing state legislative districts. Reform of the redistricting process is step 4 of the Democracy Campaign’s Power to the Voter agenda.
