Listed below are the PACs that reported independent expenditures in the 2004 legislative campaign. Links to information on any past independent spending between 2000 and 2003 are provided when available and total PAC contributions to legislative candidates during the last election cycle are provided when applicable. America Coming Together Wisconsin Total Independent Spending: $11,766.48 America Coming Together (ACT) is an extensive new voter mobilization project organized in seventeen battleground states, including Wisconsin. ACT is registered with the Internal Revenue Service under section 527 of the IRS code. They are working for Democratic candidates in vitally important state, local, and federal contests in the states they feel will determine the 2004 Presidential Elections. ACT is also a founding member of America Votes, a partnership between 30 national issue groups and union. Spending on: Assembly District 5 - $744.00
Senate District 8 - $895.62 Building a Better WI/Wisconsin Builders Association Total Independent Spending: $133,061.00 Political Action Committee affiliated with the Wisconsin Builders Association, a statewide organization comprised of twenty-five local home builders associations throughout Wisconsin. Its conduit, Builders Direct Fund, directed more than $90,000 to 2004 legislative candidates during the 2003-2004 election cycle. Spending on: Senate District 12 - $12,530.50 Past Independent Spending: 2002 2000 Clean Wisconsin Action Fund PAC Total Independent Spending: $1,601.19 The Clean Wisconsin Action Fund uses political strategies to support Clean Wisconsin's advocacy for state-wide environmental protection. Before 2003, Clean Wisconsin was known as Wisconsin's Environmental Decade. Spending on: Assembly District 94 - $457.47 Senate District 32 - $457.50 Total Independent Spending: $29,500.00 This political action committee is associated with the Wisconsin Manufacturers and Commerce. WMC does its reported independent spending through this group, which is minimal compared to its issue advocacy through WMC's Issues Mobilization Council. WMC also runs a conduit called the Capitol Gains Club. It contributed more than $20,000 to 2004 legislative candidates during the 2003-2004 election cycle. Spending on: Assembly District 29 - $14,750.00 Past Independent Spending: 2003 2000 Direct PAC Contributions to 2004 Legislative Candidates: $4,400 Coulee Region United Educators Total Independent Spending: $8,325.00 Regional association of the Wisconsin Education Association Council (WEAC) that represents public school teachers, educational support personnel, technical college employees and student teachers in the La Crose Area Spending on: Senate District 32 - $8,325.00 Past Independent Spending: 2000 Direct PAC Contributions to 2004 Legislative Candidates: $2,289 Eau Claire Assocation of Educators Total Independent Spending: $864.00 A non-UniServ regional association of the Wisconsin Education Association Council (WEAC) that represents public school teachers, educational support personnel, technical college employees, and student teachers in Eau Claire, Wisconsin. Spending on: Assembly District 67 - $288.00 Past Independent Spending: 2000 Direct PAC Contributions to 2004 Legislative Candidates: $500 Total Independent Spending: $9,719.07 Healthy Wisconsin State PAC (formerly Friends of Health & Hospitals) is the political action committee of the Wisconsin Health and Hospital Association. It not only makes independent expenditures but also makes substantial direct contributions to candidates. The Wisconsin Health and Hospital Association also has a conduit through which its individual members can make candidate contributions, providing more than $82,000 to legislative candidates in the 2003-2004 election cycle. Spending on: Assembly District 22 - $578.10 Senate District 22 - $867.83 Past Independent Spending: 2002 Direct PAC Contributions to 2004 Legislative Candidates: $7,452 Total Independent Spending: $1,793.08 Sponsored by the Milwaukee chapter of the Human Rights League for Lesbians and Gays, this PAC seeks to elect candidates who will defend and promote equal rights for lesbian, gay, bisexual and transgendered individuals. Spending on: Assembly District 4 - $19.42 Senate District 2 - $19.42 Past Independent Spending: 2002 Direct PAC Contributions to 2004 Legislative Candidates: $1,500 MTI Voters (Madison Teachers Inc) Total Independent Spending: $7,324.37 MTI Voters is the political action committee of the Madison Teachers Inc., a union for Madison area public school teachers. It endorses and electioneers for pro-public education candidates in the Madison area. In the Fall 2004 they endorsed the following candidates: Mark Miller Senate Dist. 16; Fred Risser Senate Dist. 26; Gary Hebl Assembly Dist. 46; Meagan Yost Assembly Dist. 47; Joe Parisi Assembly Dist. 48; Sondy Pope- Roberts Assembly Dist. 79; Tammy Baldwin U.S Congress 2nd Dist.; Russ Feingold U.S. Senate. They endorse candidates who have pledged to remove revenue controls and the "Qualified Economic Offer" law which they say usurps local control and erodes the quality of education. Spending on: Assembly District 47 - $7,324.37 Direct PAC Contributions to 2004 Legislative Candidates: $9,500 Total Independent Spending: $233.10 NARAL Pro-Choice Wisconsin works to develop and sustain a constituency that uses the political process to guarantee every woman the right to make personal decisions regarding the full range of reproductive choices. They first made independent expenditures in 2002 as the National Abortion & Reproductive Rights PAC. NARAL also has a conduit that provided more than $1,000 to legislative candidates in the 2003-2004 election cycle., Spending on: Senate District 4 - $233.10 Past Independent Spending: 2002 Direct PAC Contributions to 2004 Legislative Candidates: $500 Total Independent Spending: $4,342.50 The NRA Political Victory Fund is the political arm of the National Rifle Association. It operates out of Fairfax, Virginia. The NRA Political Victory Fund supports pro-gun candidates. Independent spending has been its main campaign tool it, but in the 2004 election cycle it made more direct contributions to candidates than it spent on independent expenditures. Spending on: Assembly District 74 - $4,342.50 Past Independent Spending: 2002 2000 Direct PAC Contributions to 2004 Legislative Candidates: $5,025 Planned Parenthood Action Fund Total Independent Spending: $4,578.00 This committee did not register or report any activity to the Elections Board until after the election was over, November 8, 2004 to be exact. The committee is housed in the national office of Planned Parenthood in New York. Spending on: Assembly District 20 - $327.00 Senate District 8 - $327.00 Planned Parenthood Advocates of Wisconsin Total Independent Spending: $66,845.67 Planned Parenthood Advocates of Wisconsin is a statewide, non-partisan political action committee that supports pro-choice, pro-family planning candidates for state office. While Planned Parenthood already had a PAC, called Planned Parenthood Advocates, Planned Parenthood Advocates of Wisconsin was formed in 2002 to make independent expenditures. In Fall 2004 they collaborated with the issue advocacy group Greater Wisconsin Committee on direct mailings and a television ad against Republican candidates with "extreme positions" on women's reproductive rights. While Planned Parenthood Advocates of Wisconsin was making independent expenditures, its sister PAC, Planned Parenthood Advocates, contributed $4,254 to 2004 legislative candidates. Spending on: Assembly District 5 - $1,627.17 Senate District 4 - $1,192.85 Past Independent Spending: 2002 2000 Total Independent Spending: $770.70 Pro-Life Wisconsin's Victory Fund supports candidates opposed to abortion. It made its first appearance in the 2000 election. Pro-Life Wisconsin also utilized issue ads in the 2004 campaign. Spending on: Senate District 20 - $770.70 Past Independent Spending: 2002 2000 Direct PAC Contributions to 2004 Legislative Candidates: $4,350 Total Independent Spending: $8,489.84 This is the political action committee of the Wisconsin Realtors Association, one of the most financially active interest group organizations in Wisconsin politics. The Realtors PAC has consistently placed among the highest political committee contributors in past elections. It is routinely among the highest contributors to candidates both through its PAC and its conduit. In the 2004 election cycle its conduit funneled more than $101,000 to legislative candidates. The Realtors Association was also involved in issue ads. Spending on: Senate District 22 - $5,092.84 Past Independent Spending: 2002 2000 Direct PAC Contributions to 2004 Legislative Candidates: $40,463 Total Independent Spending: $5,992.80 This is the political action committee of Service Employees International Union (SEIU) District 1199, also known as Wisconsin's United Professionals, a statewide labor union representing the interests of health care workers in public and private employment in Wisconsin. It has offices in Madison and Milwaukee. Spending on: Assembly District 5 - $1,072.45 Senate District 30 - $2,567.66 Past Independent Spending: 2002 Direct PAC Contributions to 2004 Legislative Candidates: $1,600 SEIU WI State Council Total Independent Spending: $896.00 The political action committee of Service Employees International Union (SEIU) is a labor union which represents health care, homecare, nursing home, public service and building service workers in Wisconsin. Spending on: Assembly District 5 - $179.20 Senate District 30 - $179.20 Past Independent Spending: 2002 Direct PAC Contributions to 2004 Legislative Candidates: $3,026 Southwest Education Association (SWEA) Total Independent Spending: $5,259.53 UniServ (regional association) of the Wisconsin Education Association Council (WEAC) that represents public school teachers, educational support personnel, technical college employees and student teachers in southwestern Wisconsin. SWEA's conduit contributed at least $100 to 2004 legislative candidates in the 2003-2004 election cycle. Spending on: Assembly District 49 - $1,997.06 Senate District 32 - $1,462.47 Past Independent Spending: 2002 2000 Direct PAC Contributions to 2004 Legislative Candidates: $2,500 TAA-PAC (UW-Madison Teacher Assistants) Total Independent Spending: $1,660.75 University of Wisconsin-Madison's Teaching Assistant's Association's PAC formed in 2004. Its parent union is the statewide Wisconsin Federation of Teachers Committee on Political Education (WFT-COPE). Spending on: Assembly District 29 - $480.00 Senate District 32 - $610.00 Total Independent Spending: $104,794.02 The Wisconsin Farm Bureau Federation's political action committee that supports candidates with favorable positions toward agriculture. Volunteers for Agriculture has a long history of doing independent spending, usually involving newspapers ads, radio ads and direct mail. Spending on: Assembly District 1 - $76.53 Senate District 2 - $76.53 Past Independent Spending: 2002 2000 Direct PAC Contributions to 2004 Legislative Candidates: $8,275 Total Independent Spending: $1,882,427.56 The Wisconsin Education Association Council (WEAC) represents public school teachers, educational support personnel, technical college employees, and student teachers in Wisconsin. Through its PAC ($38,939 in contributions to 2004 legislative candidates) and two conduits (more than $47,000), WEAC is among the largest contributors in Wisconsin politics. It also spends substantial sums on independent expenditures and issue ads. They work to elect leaders at all levels of local, state and federal office who agree with their values and support their issues. This is its first foray into independent expenditures. Wisconsin Citizen also spent undisclosed amounts on issue ads. Spending on: Assembly District 73 - $25,500.00 Wisconsin League of Conservation Voters Total Independent Spending: $31,691.70 This is Wisconsin's political action committee of the League of Conservation Voters, a pro- environment organization that informs the public about the environmental voting record of public officials. This group first made independent expenditures in 2002. Spending on: Assembly District 87 - $15,222.88 Senate District 22 - $9,263.33 Past Independent Spending: 2002 Wisconsin Professional Police Association Total Independent Spending: $3,281.96 The Wisconsin Professional Police Association represents the interests of Wisconsin law enforcement personnel, a task that requires lobbying the state government.
