The Sierra Club, a pro-environment membership organization with a major focus on lobbying, has been making independent expenditures since the 1996 election cycle and helped pioneer the use of “issue ads.”
The committee sponsored mail and print advertising campaigns in four of the recall elections held in the summer of 2011 - 8, 14, 22, and 32. The recalls were prompted by Republican Governor Scott Walker's plan, introduced early in 2011, to curtail public employee collective bargaining rights.
